Recently, the Ministry of Industry and Information Technology and the State Administration for Market Regulation jointly issued the "Electric Motor Energy Efficiency Improvement Plan (2021-2023)". The formulation of this plan is to further strengthen the energy-saving management of key energy consuming equipment, accelerate the promotion and application of high-efficiency energy-saving motors, continuously improve the efficiency of energy resource utilization, promote the green and high-quality development of industry, and help achieve the goal of carbon peak and carbon neutrality.
Electric motors are key energy consuming equipment. In 2020, the total number of electric motors in China was about 2.95 billion kilowatts, with great potential for energy conservation. The goal is to achieve an annual output of 170 million kilowatts of high-efficiency and energy-saving motors by 2023, with over 20% of them in service. The goal is to save 49 billion kilowatt hours of electricity annually, equivalent to saving 15 million tons of standard coal and reducing carbon dioxide emissions by 28 million tons. Promote the use of a batch of key core materials, components, and process technology equipment, form a group of backbone advantageous manufacturing enterprises, and promote the high-quality development of the motor industry.
The plan focuses on the entire industry chain of high-efficiency and energy-saving motor design, production, application, and remanufacturing, and clearly proposes nine specific tasks in four aspects, including:
(1) Expand the green supply of high-efficiency and energy-saving motors
1. Accelerate the improvement of green design capabilities
Actively promote green design throughout the entire lifecycle of motor systems;
Vigorously develop a new generation of fan and water pump products that are reasonably matched with high-efficiency and energy-saving motors.
2. Vigorously promote the green upgrading of basic materials and components
Accelerate the innovation and upgrading of key supporting materials for high-efficiency and energy-saving motors;
Optimize and upgrade the production process equipment and molds for high-efficiency and energy-saving motors.
3. Continuously improve the green manufacturing level of motor products
Enhance the production guarantee capability of high-efficiency and energy-saving motors;
Improve the automation level of motor production;
Encourage the use of energy metering monitoring and optimized utilization systems.
(2) Expand the high-efficiency and energy-saving motor industry chain
1. Accelerate the innovation of motor system technology
Promote the research and development of energy-saving technologies for motor systems such as fans, pumps, and compressors;
Further optimize the motor control algorithm and control performance.
2 . Actively implementing efficient remanufacturing of motors
Promote the improvement of the recycling and utilization system for waste motors;
Strengthen the research on matching technology between remanufactured motors and loads;
Organize the certification of high-efficiency remanufactured motor products.
(3) Accelerate the promotion and application of high-efficiency and energy-saving motors
1. Carry out energy-saving renovation of existing motors
Carry out energy-saving diagnosis of energy consuming equipment;
Guide enterprises to update and upgrade key energy consuming equipment such as motors;
Carry out matching energy-saving renovation and operation control optimization, etc.
2. Increase the application of high-efficiency and energy-saving motors
Segmenting load characteristics and different operating conditions, encouraging the use of matching high-efficiency motors;
Vigorously develop integrated design technology and products for load equipment structures.
(4) Promote the intelligent and digital improvement of motor systems
1. Accelerate the promotion of intelligent motor systems
Promote the intelligence and automation of motor production and manufacturing;
Promote the application of Internet unified identification and analysis technology for motor products;
Conduct research on energy efficiency optimization models and intelligent algorithms for motor systems;
Promote the integration of data acquisition, calculation, storage, and communication for the operation of motor systems.
2. Collaborative promotion of digitalization of motor systems
Encourage the establishment of digital collaborative manufacturing platforms;
Promote data monitoring and information sharing in various links of the motor product industry chain, and encourage the cloud based deployment of motor system equipment.
The plan also proposes a series of safeguard measures, including strengthening organizational implementation, strict supervision and management, enhancing energy-saving services, and actively promoting and guiding.
